Kaelira "Kai" Drathwyn, the half-dragoness, crossed her arms. "And how do you propose we start?"

Each of you will recruit and shape the new members under your guidance, using your abilities and experience. But more importantly, you will make them loyal to the Hidden Crown."

Elira, always the tactician, took the lead in making the initial suggestions for the divisions. "I propose that we begin by recruiting the lost, the forgotten, those with unique abilities who have no place in this world." She turned her gaze to the others. "We will find them and give them a home within the Hidden Crown. But we must be strategic. We must recruit wisely."

Kieran nodded in approval, his sharp eyes never leaving Elira. "And the hierarchy will be based on strength. Those who prove themselves will rise through the ranks. At the top will be the 15 Crowns, and beneath them will be other recruits. I'll allow you to grant them the titles and roles they deserve."

As the meeting continued, each of the 15 Crowns discussed the specific requirements for their divisions, what they needed to start building their forces, and how to ensure loyalty to Kieran's cause.
