"Father, I want to see if the other clans will honor the promise made by the previous Kage," said Setsuna. "That's why I've refused to become the Uzukage right now."
The Uzukage tried to reason with him.
"I understand, but why can't you become Uzukage? They know you're still alive and well."
"It's different, Father. They don't know what I look like now, and I've kept myself hidden. The only people who know I'm still alive and full of energy are from Uzushiogakure," said Setsuna.

"Wait, what?" Setsuna was shocked, realizing a flaw in his plan.
It would be impossible for Konoha to betray Uzushiogakure if they didn't have the sealing barrier that protected the village. The barrier stopped the whirlpools temporarily, allowing ships or even shinobi to pass. Without it, no other village could invade Uzushiogakure, even with 100,000 shinobi—90% of them would likely be swallowed by the whirlpools.

He activated his Mangekyo Sharingan and used Kamui, teleporting them to a small island far from Uzushiogakure.
"What? Where are we? I don't sense any chakra except us," asked the Uzukage.
"Father, this is my true power. These eyes are called Kamui, and one of their abilities is teleportation. I can take myself anywhere I want to go," explained Setsuna.
The Uzukage's eyes widened in shock.
"Now, try to attack me with your strongest move," said Setsuna.
"No, it'll kill you," the Uzukage protested.
"Just attack me, Father. You won't understand my ability otherwise," said Setsuna.
Reluctantly, the Uzukage infused a kunai with chakra and dashed toward Setsuna, but his blade passed through him harmlessly.
"What?" exclaimed the Uzukage.
"Yes, Father, this ability allows me to avoid any attack from other shinobi," said Setsuna.
"This ability is incredibly useful, even for fighting someone like Hashirama," the Uzukage admitted.
"Now, behold my true power," said Setsuna, as he unleashed his final form of Susanoo.
The Susanoo was enormous, even larger than Madara's.
