Just like Ominous had planned, the Arcane mages of the Dominion would turn their attention from the Dark hand's involvement with the gods as soon as they had a chance to deal a blow to the Upperworld, the Dominion was the dominant faction in the magus realm pushing the gods to create two different realms attached to the magus realm( the Upperworld and the Underworld ), but within the safety of their realms the gods and their believers could slowly weaken the Dominion by recruiting and corrupting the mages of the Dominion.
Ominous would certainly not pass up this golden opportunity to borrow the man power of the Dominion for his own use, Drako was instructed to blame the creation of the Empyreans on Raurix the Golden Dragon god, this way he could focus more man power on weakening the Dragon pantheon by killing their believers and even their gods, the truth of the matter is that even the Dark hand didn't know how the Goddess of Magic came up with the idea of creating Empyreans.
