Although Earth's world core was already under Elysium Pantheon's jurisdiction, Earth's laws remained the same. It couldn't restrain otherworldly powers, especially from the higher world. So, Elysia would drain the summoned heroes from otherworldly energies and give them some of Earth's resources so they could refill their mana pool with acceptable power sources for Earth.
